99' Dodge Grand Caravan Sport, The horn and Cruise Control are not working?

I have checked the main fuse box and the one under the hood. I heard about a clock spring, but my Airbag light is not illuminated. I thought maybe there was a fuseable link to the steering column. They are obviously related, they stopped working at the same time.
